APPEALS AGAINST MEANS TEST RESULTS FOR 2016/2017

The Higher Education Students’ Loans Board (HESLB) is hereby informing all loan applicants that the appeals window will be open for 90-days starting from 31st October, 2016. All Appellants should follow the below procedure: -

(i) You must complete the relevant Online Appeal Forms, make a printout of the same and attach thereto the necessary supporting documents.  The Online Appeals Form is accessible through http://olas.heslb.go.tz 
  
(ii) After successful completion of the Online Appeal Form, the appellant must download the form and attach the necessary documents and hand over to the respective Higher Education Institution Loan Desk Officer.

(iii) Appeals must be routed through the respective Loan Desk Officers who will collect all appeal forms from their respective Institutions and submit them under covering letters to the Board.  The Board will not accept any appeal forms that will be submitted directly by students to the Board. 

(iv) The deadline for online submission of appeals will be 31st January, 2017.

Procedures for  Inter-University Transfers in 2016/2017 Academic Year

Procedures for Inter-University Transfers in 2016/2017 Academic Year The past experience has shown that management of inter-university transfers has been a challenging and time consuming task. For example, in the last academic year, approximately 3,000 transfers were processed, approved and submitted to HESLB for loan re-allocation. Based on observed challenges, the Commission has reviewed the modality of handling transfers of First Year students as follows:

(a) Applications for transfers should be submitted in writing to the institution to which a student wants to transfer to;
(b) The transfer applications must comply with the following criteria;

1. The student to be transferred must have been previously selected into one of the degree programmes;
2. The programme to which transfer is sought must have empty slots to accommodate new students
3. The applicant must possess the minimum entry requirements for that particular degree programme
4. The applicant’s admission entry points to the programme he/she to be admitted should either be equal or above the cut -off point to the programme for which transfer is sought.

(c) Receiving institutions should approve the transfer in writing and submit to TCU for validation and documentation;
(d) The list of transferred students from receiving institutions should be submitted to TCU by 18th November 2016;
(e) All transfers which do not meet the criteria stipulated in part (b) shall be nullified by TCU;
(f) Transfers submitted to TCU after the deadline will not be endorsed;
(g) The list of endorsed transfers shall be published into TCU website;
(h) All transfers endorsed by the Commission will be submitted to HESLB by 30th November 2016 for their appropriate action.

UTOAJI WA MIKOPO KWA WANAFUNZI MWAKA 2016/2017

Baada ya kukamilisha zoezi la Uchambuzi wa maombi ya Mikopo 88,163 yaliyopokelewa hadi kufikia tarehe 11 Agosti, 2016. Jumla ya Wanafunzi wapya 20,183wamepangiwa Mikopo. Upangaji huu umezingatia vigezo vilivyomo katika mwongozo wa  utoaji wa mikopo uliopitishwa na Bodi ya wakurgezi na kuidhinishwa na wizaya ya elimu sayannsi na teknoloji. Vigezo hivyo ni pamoja na:

 I. Vipaumbele vya  kitaifa vinavyoendana na Mpango  wa Maendeleo  wa Taifa wa Miaka mitano, Dira ya Taifa ya  Maendeleo 2025 na Mafunzo ambayo yatazalisha wataalamu wanaokidhi mahitaji  ya kitaifa katika fani za kipaumbele ambazo ni;
• Fani za Sayansi za Tiba na Afya,
• Ualimu wa Sayansi na Hisabati,
• Uhandisi wa  Viwanda, Kilimo, Mifugo, Mafuta na Gesi Asilia,
• Sayansi Asilia, na
• Sayansi za Ardhi, Usanifu Majengo na Miundombinu.

i. Uhitaji wa waombaji hususani wenye mahitaji  maalum kama vile ulemavu na uyatima
ii. Uhitaji wa waombaji wanaotoka katika familia zenye hali duni ya kimaisha
o Wadahiliwa yatima waliopata mkopo                                                 873
o Wadahiliwa wenye ulemavu wa  viungo                                             118
o Wadahiliwa  wahitaji wenye  mzazi mmoja                                      3,448

Kiasi cha Fedha zinazohitajika
Bajeti iliyoidhinishwa kwa ajili ya ukopeshaji kwa mwaka wa fedha wa 2016/17 ni shilingi bilioni 483, kwa ajili ya jumla ya wanafunzi wa mwaka wa kwanza wapatao25,717, na wanaoendelea na masomo wapatao 93, 295.

Hatua zinazofuata
I. Wanufaika wote wanaopungukiwa na sifa watachunguzwa kwa ajili ya kurekebishiwa au kuondolewa katika unufaika wa mkopo
II. Waombaji waliwasilisha taarifa zenye upungufu, taarifa zao zitahakikiwa, na wakibainika kuwasilisha taarifa za uongo watachukuiwa hatua stahiki ikiwa ni pamoja na kufutiwa mikopo yao
III. Wanufaika wote watatakiwa kuhuisha taarifa kwa kujaza dodoso. Taarifa za ziada za kiuchumi za wazazi au walezi wao zitatumika kutanua uhalisia. Wale watakaokutwa na hadhi zisizo stahili, watapoteza sifa za kuendelea kupata mikopo na kulazimika kurejesha kiasi watakachokuwa wamepokea tayari.

Katika sherehe za maadhimisho ya Wiki ya Elimu yaliyofanyika mkoani Dodoma mwaka 2015 , Mhe. Balozi wa Jamhuri ya watu wa china aliahidi kutoa zawadi kwa wanafunzi waliofanya vizuri zaidi katika masomo ya Sayansi katika Mtihani wa kumaliza Kidato cha Nne mwaka 2014. Wanafunzi sita (6) walipatiwa zawadi hizo kwa niaba ya wenzao.

Kwa sasa zawadi hizo zimeshatumwa katika shule ambako wanafunzi hao walisoma. Kwa tangazo hili, wanafunzi hao wanatakiwa kufuatilia zawadi zao kwa wakuu wa shule walizosoma na kuhitimu kidato cha Nne Mwaka 2014. Majina ya wanafunzi hao ni kama ifuatavyo:
