Higher Education Students' Loans Board Application Procedure OLAS has started officially to receive applications since 23rd April 2014 through 30 June 2014. Please read carefully ALL information before filling and submitting your data!

Welcome to the Online Loan Application System (OLAS). Only Tanzanian Nationals are eligible to apply for higher education loans. Kindly provide TRUE information about yourself and complete all directives to submit your application package. Applications for 2014/2015 academic year will be accepted from 23rd April 2014 and the deadline will strictly be 30th June 2014. All first time loan applicants Must pay using M-PESA a Tshs 30,000/= application fee and should indicate their Form Four Index Number (strictly in the format of S0012.0034.2006 ) as reference number for the payment. Current 5th year Continuing students must pay the Tshs. 10,000/= application fee. ONLINE ASSISTANCE ON APPLYING TO HESLB :

 ON SCREEN HELP:

On each form there are question marks in red colour beside some input boxes or terms/text. Place your mouse on the question mark to get explanation of what is expected for that item.
Additionally, On the right hand side of each subform, there is online help for items on the form. The applicant can point the mouse cursor to any link for which help is needed and a popup window with further explanation will be displayed..

SELF REGISTRATION:

Every prospective and Existing applicant must first register before being allowed to access the Loan Application Forms. There are different links for applicants who sat for NECTA Examinations and those who wrote Non NECTA Exams. Select the most appropriate link.

HOW TO PAY VIA M-PESA:

1. To get MPESA Menu dial *150*00# (Piga *150*00#)

2. Choose option 4 for Pay by MPESA (Lipa kwa MPESA)

3. Choose option 3 for Choose Business (Chagua aina ya Biashara unayolipa)

4. Enter 8 for Education Services(Ingiza 8 kwa Huduma za Elimu)

5. Enter 2 for HESLB(Ingiza 2 kwa HESLB)

6. Enter reference number (Ingiza namba yako ya kumbukumbu), which is your formatted 15 character form 4 index number e.g. S0143.0012.2009

7. Enter the amount in Tshs to pay either 30,000 or 10,000 based on your application category

7. Enter your 4 digit PIN

8. Enter 1 to confirm

9. A confirmation Message will be displayed. N.B: Please keep this message privately

HOW TO LOG IN:

If you are a registered user, you already know the USERNAME and PASSWORD for the system. The PASSWORD is case sensitive which means a capital letter should be treated as such, a Small letter likewise. Click on the Login link to get to the login page.

HOW TO FILL FORMS:

After self registration or login you will be presented with the online application form. Continuing Students who had previously been issued loans will fill a single form only. First time applicants have to fill a couple of forms. For First Time applicants the menu items will appear on your left, one link being activated after the other. Once completed, each sub-form is moved to the right and when all sub-forms are filled in the link for printing the completed application package will appear.

HOW TO FORMAT FORM FOUR INDEX NUMBER:

Your form four index number is used by the Board to uniquely identify applicants and must be formatted as follows. For example the index number S0332/12 of 2009 becomes a 15 character represented as S0332.0012.2009
