                               GENDER EQUALITY (GE) CONSULTANT


The Association of Canadian Community Colleges (ACCC) (Colleges and Institutes Canada
effective June 2014) is looking to engage a Tanzanian-based Gender Equality (GE) Consultant
to support a five-year program to build capacity of Tanzanian technical and vocational
institutions to deliver effective skills training programs, targeting the extractives and tourism
sectors. The Improving Skills Training for Employment Program (ISTEP), an Education for
Employment program, is being implemented in collaboration with the Ministry of Education and
Vocational Training (MOEVT) and Tanzanian employer associations and with the financial
support of the Government of Canada provided through the Department of Foreign Affairs,
Trade and Development (DFATD). See below for more detailed program description.
The Gender Consultant will act as the principal resource on gender equality issues, practices
and policies relevant to technical and vocational education and training (TVET). The Gender
Consultant will be a member of the Program Steering Committee (PSC). The Gender
Consultant will interact with ISTEP partners including government ministries, agencies and
departments, private sector employers in the extractive and tourism sectors, Tanzanian
technical and vocational institutions and their Canadian college partners. ISTEP is supported by
a Canadian Senior Technical Advisor.

The Gender Consultant will:
  • Review the current GE strategy in the design document, and prepare a revised one forthe     Initiative Implementation Plan (IIP);
  •  Building on existing research on gender equality in TVET in Tanzania, conduct agender analysis of TVET in Tanzania, specifically related to gender equality capacity ofpartners and key stakeholders;
  •  Conduct a gender analysis of employment inthe tourism and extractives (mining,oil/gas) sectors; considering existing research as applicable;
  •  Suggest gender approaches, content and strategies for inclusion in teacher training,leadership training and new and renewed TVET programming;
  • Contribute to the mission reports and other program documentation, specificallyaddressing gender issues;
  • Contribute to a strategy to establish gender baselines for project activity targets;
  • Develop a strategy for stakeholder capacity assessment;
  • Develop a gender equality strategy and action plan that is integrated into the ISTEP workplan and that can inform the workplans of the institutional partnerships betweenTanzanian and Canadian colleges and institutes;
  •  Assist in the ongoing implementation of the gender equality strategy and action plan;
  •  Establish a technical assistance gender network and organize and facilitate meetings ofthe network, as required;
  •  Provide inputs and attend ISTEP events, as required, and carry out follow-up activities;
  •  Assist in monitoring results against the indicators;
  •  Strengthen the implementing stakeholders and partners’ gender equality knowledge and capacity.
The successful applicant should demonstrate a strong interest in working with a systemic
methodology and a strong motivation to create added value and sustainable solutions for
employment. Furthermore, he/she will have:
  •  At minimum a bachelor degree in Education, Economics or related areas of Social Science.
  •  Good knowledge of the (TVET) sector.
  •  Knowledge of the extractive and/or tourism sectors in Tanzania.
  •  Excellent analytical skills, ability to propose solution oriented strategies.
  •  Experience in knowledge transfer through workshops or mentoring.
  •  Proven experience in working in collaboration with a wide variety of partners, private and public sector.
  •  Experience in managing and implementing programs in multi stakeholder participatory processes.
  •  Excellent computer literacy.
  •  Excellent, communication, coordination and reporting skills
  •  Excellent written and oral knowledge of the English. Knowledge of Kiswahili would be an asset.
This consultancy will is for a total of 140 days over five years.
